The Error "C:\Documents and Settings\All Users\Documents is not accessable. Access denied" is displayed, when installing DLS 7.x (D050018)

Problem Details:
The installation fails when trying to access the file samplelist.dal, that should be placed in
C:\Documents and Settings\All Users\Documents\DYMO Label\Address Books\
